Aamer Architects’ design for our new Home was selected as one of the finalists in the Health Future Projects category, at the World Architecture Festival held in Amsterdam from 28th to 30th November 2018.

## Background

We have occupied 69 Wan Tho Avenue since the Home’s inception in 1958.  The lease on the land expired on 31 December 2015. We were granted a fresh 30-year lease beginning on 1 January 2016 for 3,300sqm, a part of the 12,000sqm of land we have long occupied. 

We are now embarking on the construction of a new building to maximise the stipulated plot ratio of 1.4 and increase our licensed capacity to 150 elderly persons.

## Architectural Design Competition

Aamer Architects, reputed for their contemporary equatorial architectural designs, has emerged as winner of the Architectural Design Competition jointly organised by the Singapore Institute of Architects (SIA) and the St. John’s Home for Elderly Persons between April and July 2016. The winning design is set apart by its distinctive facade character and efficient-compact building mass.

The Design Competition seeks to generate new and fresh ideas and secure the best design for its new five-storey building, providing facilities and services not only to its present Residents but to the elderly living in the surrounding precincts i.e. Sennett Estate, Potong Pasir, Joo Seng and Bidadari Town. The Home is envisaged to be an integrated service facility centre serving the needs of the elderly in the community as a Sheltered Home.

This two-staged competition saw 52 entries, where seven were shortlisted.  Aamer Architects' serrated profile plan and well-thought-out design was selected as the winning entry.

It is necessary because with urbanisation and the need to maximise land use, the Home is required to hand back to the Government in 2021 about two-thirds of the land it is presently occupying.

The Home has successfully secured a fresh 30-year land lease from January 2016 from the Government but this is on a smaller land area of 3,300 sqm (about one-third of its present land area) at its present site at 69 Wan Tho Avenue. It therefore has to build a new Home on this smaller plot to accommodate its elderly Residents.

The site of the new Home will be on about one third of the existing land area.

During the construction period, the Home will still be able to continue operations on the other two thirds of the land area rented from the Government.  Once the new building has been completed, the land and buildings on this two third land area will be handed back to the Government.

The Home and the Singapore Institute of Architects (SIA) jointly organised a two-stage Architectural Design Competition between April and July 2016.

The Design Competition was open to all SIA Fellow and Corporate Member Firms.

Fifty-two architectural firms submitted their designs under Stage One of the Competition. From these, seven entries were shortlisted by the Judging Panel for Stage Two of the Competition. The seven shortlisted firms further developed their designs and presented them to the Judging Panel, which then selected one winning entry in July 2016.

To ensure fair play, the participating firms submitted their designs bearing only an Identification Number, thus ensuring anonymity of entry when their designs were judged.

The Judging Panel comprised :

- 1) Mr Theodore Chan, Immediate Past President of SIA and Panel Chairman;
- 2) Ms Rita Soh, Director of RDC Architects Pte Ltd;
- 3) Dr Wong Sweet Fun, Deputy Chairperson, Medical Board of Yishun Community Hospital
- 4) Mr Woon Wee Yim, Chairman of St. John’s Home for Elderly Persons
- 5) Mr Andrew Lioe, Vice-Chairman of St. John’s Home for Elderly Persons

The present cottage-styled, single-storey buildings have served the Home well for more than 50 years.

However, times have changed. The allotment of a smaller land area to the Home means that it has to build upwards to meet a plot ratio of 1.4 as required by the land authorities.

##### When is the targeted construction date?

The Groundbreaking Ceremony was held on 1st September 2018.

##### When is the targeted completion date?

We target to complete the construction by December 2020.

##### When construction begins, where will the Home operate from?

The site of the new Home will be on about one third of the existing land area. This area houses four dormitories and the chapel, which will have to be demolished to make way for the construction of the new building.

During the construction period, however, the Home will still be able to continue operations on the other two thirds of the land area where there are 11 dormitories, the kitchen, dining hall, physiotherapy area and office which will not be affected by the construction of the new building. (Once the new building has been completed, the land and buildings on this two third land area will be handed back to the Government.)

We do, however, have to make plans to progressively shift the residents staying in the four affected dormitories to the other 11 dormitories before construction begins.
